Putin has been bluffing. His military stockpiles have not been maintained. Their culture of grift means at every level someone is taking something. Money meant to maintain extremely expensive and complex nuclear weapons has been used to pay-off a variety of unsavory people. And when these weapons are not well maintained they don't work.

I've been following Jake Broe on YouTube. He is more knowledgeable than I am about this, but nothing I've seen/read makes me think Putin can risk trying to use nukes. There is a good chance, if he did, that they would be duds and would poison his own people.

Why else does he keep saying he's going to do it, but he never does? I think Biden did exactly what he should have.
